In a move to assess the aftermath of Hurricane Helene, President Joe Biden announced plans to visit storm-ravaged North Carolina on Wednesday. The state faced a "post-apocalyptic" scene with hundreds missing and residents struggling amidst flooded roads and lack of basic services.
